Silver Comet Appoints New District Commissioner

The Silver Comet District announces the appointment of Jess Speaker as its new District Commissioner, effective June 19th. The Silver Comet District thanks Jeff Starnes for his many years of dedicated service, and wishes him the best in his retirement from Commissioner duties.


Jess will work with the Commissioner team to effectively support Unit leaders and ensure unit health, youth learning, and advancement.


Jess is a veteran Cubmaster and Eagle Scout who started his Scouting career as a Wolf in Pack 477 in McLoud, OK. As an adult Scouter, he started in the National Capital Area Council where he served as Cubmaster for ten years as well as a Roundtable Commissioner, Council Lion Champion, Troop Committee Member, Wood Badge Staff and a trainer at the District and Council level. He is a Brotherhood member of the Order of the Arrow and has received distinguished recognition throughout his Scouting career, including the Unit Leader Award of Merit, District Award of Merit, and George Meany award.


Here in the Silver Comet District, he currently serves as a Den Leader in Pack 353 and Chaplain in Troop 5400 as well as a Merit Badge Counselor. Professionally, Jess works as a Senior Business Representative for SAG-AFTRA and is serves as a Deacon in The Episcopal Church. His family includes his wife and Co-Den Leader, Monica, a daughter in Troop 5400 and a son in Pack 353.
